Kudos to Metro REINA

By Rudy Arizala

KUDOS to Metro REINA Stakeholders efforts and vigilance because according to a Report from Kuya Poling Derilo, two members of the Gen.Nakar town municipal council - Vice Mayor Bobby and Council Member N. Curiaso are now spearheading a move to recall Resolution 2007-21 authorizing the mayor of said town enter into a Memorandum of Agreement in constructing a dam in Agus River Kanan for a hydro-electric power plant. The reasons for the recall was allegedly due to lack of transparency, public discussion and its effects on the environment.

The move to recall said Resolution is scheducled to be discussed at the Gen.Nakar, Quezon, townhall on 07 May 2007.

As I said before, the following need to be clarified:

1. Was the Memo of Agreement and Resolution with the approval of the Philippine Congress or higher authorities regarding the utilization and exploitation of our natural resources?

2. Was the award to a foreign company in the exploitation of Agus River Kanan the result of a public-bidding?

3. Was there a thorough and scientific study as to its effect on the environment?

4. Has the town of Gen. Nakar, Quezon ,as a municipal corporation the right and authority to grant such permission to exploit the Agus River Kanan as source of electric power?

5. Was the action of the local officials not an "ultra vires act"?

Let us watch and see what the outcome will be of the hearing or discussion at the Gen. Nakar townhall on 07 May 2007.
